Cold Weather

I live in Michigan. It is COLD outside! And yet a few strong willed students show up every day regardless of the weather. Some of the others tell me it was too cold to go out or they couldn't scrape the snow off their cars. While I fully understand on the severe weather days there are those few who rarely show up if it even looks like it might snow or rain. Did these folks not live in Michigan before they signed up to go to school? I am curious about commitments. When one makes a commitment such as attending school is it like a new years resolution and often let to fall on the wayside? What about the amazing amount of money one is penalized for not fulfilling their contract? How is it that in today's world so many do not take these contracted commitments more to heart? Just curious.... if anyone knows the answer or has an opinion please let me know. It is really bothering me lately.
