Mimimums or maximums

Students are required to attend classes a certain number of hours. One tells me she has to be there for 20 to 35 hours a week and figures out that means she can come Monday and Tuesday for seven hours each and Wednesday for 6 hours and she will have met her requirement. Say what? This seems to me to imply that I don't teach anything on Thursday and Friday. Now, perhaps I have this all wrong but I saw her contract as saying she could get as many as 35 hours a week and get her education on the way and moving. I thought the goal was to get her closer to her goal of 1500 hours as quickly as possible and out into the field working at a career she loves. I could understand if this person were working a job or was a parent with children whose school let out early. This is a young person who told me she was coming to school to fulfill a dream. Someone please tell me what I am missing here..........
